
Executive Director The National American Indian Housing Council
Paul Lumley is the Executive Director for the National American Indian Housing Council and a citizen of the Yakama Nation in central Washington State. Paul began is his tenure with NAIHC on January 29, 2007.
NAIHC is the only national organization that promotes, supports, and upholds tribes and Tribally Designated Housing Entities in their efforts to provide culturally-relevant, decent, safe, sanitary, and affordable housing for Native people in American Indian communities and Alaska Native villages. Currently, the NAIHC membership represents nearly 460 tribes and Tribally Designated Housing Entities. NAIHC provides the membership with training, technical assistance, research, communications and advocacy.
Mr. Lumley has brought to NAIHC a wide-ranging background on issues that directly impact American Indians, Alaska Natives, and Native Hawaiians. Mr. Lumley has worked directly with tribal governments, tribal consortia, virtually all federal agencies impacting Indian Country, and Native American national and regional organizations throughout his professional career.
Paul was the Senior Tribal Liaison within the Office of the Deputy Undersecretary for the Department of Defense’s (DoD) Installations and Environment Program before he came to NAIHC. In that capacity, he was responsible for the Native American Lands Environmental Mitigation Program as well as working on numerous policy issues affecting Native Americans, Alaska Natives, and Native Hawaiians.
Mr. Lumley has an extensive history working with Northwest Tribes on salmon issues, particularly in the Columbia River Basin. He spent 17 years with the Columbia River Inter-Tribal Fish Commission before transferring to the DoD in July 2004. Mr. Lumley received his Bachelor of Science degree in Mathematics from Western Washington University in 1986.
