Tribal TANF Workgroup Reauthorization Timeline

July 7, 2000

July-August 2000

• form tribal reauthorization coalition

• tribal representatives sanctioned by their tribe (NCAI letters to tribal leaders)

• identify tribal issues

• begin to identify state issues

• begin to focus on congressional, state and tribal strategies

September 2000

• workgroup meeting (location: Wisconsin?)

• bring in all other support service stakeholders (TANF, CCDF, CSE, Employment/Training)

• 1st draft of reauthorization proposal finished

• note: Congress recesses from 10/7 to end of year

November 2000

• workgroup meeting (location: White Mountain Apache or Washington, DC? meet in conjunction with employment/training tribes on November 1-2?)

• finalize working draft of reauthorization proposal

• budget estimates: administrative package, start-up funding, training and technical assistance package, technology/MIS development

• begin broad tribal consultation strategy (use regional approach?)

• establish Speakers Bureau and talking points

• NCAI Resolutions at Annual Session: (1) sanctioning the reauthorization workgroup;

• (2) sanctioning some key elements of a policy proposal

January 2001

• inauguration of new President 1/20/01

• note: the 107th Congress will briefly convene early in the month to swear in new members; committee membership may also be determined prior to 1/20/01; somewhere between 1/20/01 and 2/01/01 Congress will get to work

February - November 2001 (first session of 107th Congress- likely in session until early Nov.)

• continue workgroup meeting

• begin lobbying efforts

• meet with House and Senate staff and members re: tribal issues (Finance Committees, Indian Affairs Committee, key states’ Senators)

• potential SCIA hearing to highlight innovative/successful things that tribes are doing; include suggestions about how legislative changes would improve their ability to help low-income families; note that states may also be able to model some of these innovative approaches (target date: Summer/early Fall- fresh in their minds for 2002)

• strategic alliances: link with state and county groups (NGA, NCSL, APHSA, NACo) and other advocacy organizations

• materials with examples of tribal success stories

• additional oversight hearings on tribal legislative proposal

• field hearings? bring committee members to visit tribes during recess?

January - September 2002

• reauthorization proposals actively considered by Congress

• legislation passed by September 30, 2002
