This position is located in Health Resources and Services Administration, Office of Operations, Office of Human Resources, Division of Workforce Relations. The duty location for this position will be at Headquarters or one of the 10 Regional Offices.

Executive Core Qualifications (ECQ's)- *Required Documentation*The Office of Personnel Management has identified five executive core qualifications (ECQs). The ECQs define the competencies needed to build a federal corporate culture that drives for results, serves customers, and builds successful teams and coalitions within and outside the organization. The ECQs are required for entry to the Senior Executive Service and are used by many departments and agencies in selection, performance management, and leadership development for management and executive positions. The ECQs were designed to assess executive experience and potential-not technical expertise.

ECQ 1 - LEADING CHANGE: You must have demonstrated an ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.

Mandatory Technical Qualifications (MTQs)- *Required Documentation* MTQs are designed to assess an applicants experience relevant to the specific position requirements. Each MTQ narrative response must 1.) not exceed two pages per narrative statement; 2.) include specific examples of your experience, education, and/or accomplishments; and 3.) address specific challenges, contexts, actions, and results.

1. In-depth understanding of the Federal Trust responsibility to provide a high quality, culturally-relevant education to Indian students through direct support and coordination with Indian Tribes and Native communities.

2. Seasoned and tested knowledge of the methodologies necessary for the development and implementation of broad-based strategic planning and execution to improve post-secondary education services generally and education supports provided to Tribes, as well as the ability to communicate effectively to create buy-in and consensus around those strategies with senior executives and
staff.

3. Ability to build a cohesive management team and formulate and performance planning for short-, mid-, and long-term programmatic goals, objectives, milestones, performance standards, and measurement systems.

4. Knowledge sufficient to provide general policy guidance and oversight for the following: Post-secondary policy development, performance management and evaluative systems for strategic organizational improvement, workforce development, labor relations, audit and evaluation, management controls reviews,
executive conflict resolution, and equal employment.

Duties & Responsibilities

Specific Duties

The incumbent carries out the following specific responsibilities:

1. Provides direct supervision of two Senior Executive Service officials: the President of Haskell
Indian Nations University and Southwestern Indian Polytechnic Institute. Located in Lawrence,
Kansas and serving a student population of approximately 1,000 per semester, Haskell Indian
Nations University offers both bachelor and associate degrees to members of federally recognized tribes. Established in 1971 as a vocational training center, Southwestern Indian Polytechnic Institute serves approximately 500 students per semester by providing associate degrees and vocational certification training programs to members of federally-recognized tribes.

2. Tribally-Controlled University Grants Management and Scholarship Program:
- Oversee the implementation of the BIE's Tribally-Controlled University Grants program, which
provides national funding to 33 Tribally-Controlled Universities across the country.
- Research, design, and implement the BIE's nation-wide scholarship program for members of
federally recognized tribes. This program was assumed from the Bureau of Indian Affairs in
recent years and requires the additional level of oversight to improve effectiveness and efficiency.

3. Performance Management:
- Oversee the development and implementation of performance management systems to monitor,
evaluate, and improve the effectiveness and efficiency of BIE educational programs.
- Establish key performance indicators (KPIs) and benchmarks to assess programmatic success
and drive data-informed decision-making.

4. Stakeholder Engagement and Collaboration:
- Cultivate partnerships with Tribal leaders, educators, community organizations, and other
stakeholders to enhance collaboration and align programmatic efforts with community needs and
priorities.
- Represent the BIE at national and regional conferences, meetings, Congressional engagement,
Executive Branch political appointees, and other forums to promote awareness of BIE programs
and initiatives and advocate for the interests of Native American students and communities.

This evaluation will determine which applicants are best qualified. Each candidate's background including experience, education, awards, self-development, and training will be reviewed. Salary & Benefits

$147,649 - $221,900 per year
