The Chief Conservation Enforcement Officer is responsible for every aspect of Conservation Enforcement Program (CEP), including achievement of program goals and objectives, budget preparation and compliance, scheduling and supervision of officers. Must be able to handle administrative responsibilities of the program, use time effectively; complete work in a timely manner, follow through on commitments and meet field challenges with resourcefulness. Responsible for the enforcement of LTBB statutes and regulations governing fishing, hunting and other natural resource related activities.
EDUCATION AND EXPERIENCE: High School Diploma or G.E.D. required. Must be a certified officer. Graduate from the Indian Police Academy preferred. Must have a minimum of five years of Tribal Conservation Law experience. Must have a high degree of understanding and comprehension of Tribal law. A Law Enforcement of Criminal Justice degree from a four year college or university is preferred.
Prior to, or within one year after hire employee shall be a certified firearms instructor and complete the approved Supervisory Law Enforcement Training Course conducted at the Indian Police Academy, a P.O.S.T Board approved supervisory management training, or a similar course substantially meeting or exceeding the level of training provided by the Indian Police Academy.
An employee who fails to successfully complete the training required in this paragraph shall be transferred to a non-supervisory position and or terminated, unless failure to complete the training is beyond the employees’ control. Transfer may result in demotion.
SUPERVISORY RESPONSIBILITIES: Provide supervision and direction to Deputy Conservation Officers including scheduling, annual performance appraisals and annual in the field officer evaluation.
KNOWLEDGE, SKILLS AND ABILITIES: Must meet the statute of Section VII, B, 1-4, of Waganakising Odawak Statute 2008-012 Natural Resources Protection. Must be able to prepare and present verbal and written reports. Must have experience working with Tribal, state and federal organizations. Must have strong oral and written communication skills. Must be familiar with computers and spreadsheets. Must be mechanically inclined so as to be able to maintain small and large vessels. Must be able to swim. Must be available by cellphone on a 24 hour basis when scheduled.
PHYSICAL DEMANDS: Must regularly lift and or move up to 25 pounds, frequently lift and/or move up to 100 pounds, and occasionally lift and/or move over 100 pounds. Must be able to work on the Great Lakes and in the field in all types of weather conditions. Must be able to navigate uneven terrain and climb up and over obstacles. Must be able to pass pre-enrollment physical fitness test. Must be able to run and swim. Must not have any physical defects, chronic diseases or mental or emotional instabilities. Must be able to meet the minimum physical and mental fitness requirements of the position throughout employment. Must pass physical/mental fitness tests annually. Must get an annual physical.
CERTIFICATES, LICENSES, REGISTRATIONS: Must be a certified officer. Must have current firearm and other law enforcement qualifications. Must have a valid driver’s license, reliable transportation and be insurable for duration of employment. Must pass a background investigation. No felony convictions. No domestic violence misdemeanors. Must pass drug screening.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
· Maintain and track the CEP program and budget; reviewing all budget expenses.
· Supervise and oversee CEP staff.
· Set work schedules for CEP officers.
· Ensure compliance with departmental and CEP procedures and policies, Tribal and applicable federal law and regulations.
· Be thoroughly familiar with BIA Law Enforcement Handbook, Personnel Policies, Federal Regulations, Natural Resources Regulations, LTBB Natural Resource related statutes, the LTBB Constitution and 2023 Great Lakes and 2007 Inland Consent Decrees, Federal MOU’s and other agreements that the Tribe may be party to.
· Research and seek funding and other available sources of funding.
· Prepare and present incident report/evidence for LTBB Tribal Court.
· Determine patrol routes of the LTBB Reservation and the 1836 Ceded Territory.
· Investigate reports of treaty fishing, hunting or gathering regulation violations; issue warnings and citations when appropriate.
· Enforce the Natural Resources and Environmental regulations and Tribal Statutes of the LTBB Tribe.
· Provide regulation recommendations to the NRC on an annual basis.
· Qualify semi-annually for firearm use.
· Semi-annually qualify the officers of the CEP
· Investigate accidents involving fishing and hunting/natural resource related activities on land and water.
· Assist other Tribal Conservation Officers through joint patrols (in order to provide consistent policies and activities).
· Attend staff, Natural Resources Commission and Tribal Council meetings when requested.
· Attend and represent LTBB at Conservation Enforcement related meetings.
· Stay abreast of Federal and State Policies, laws and statutes that may affect LTBB.
· Provide input and recommendations to the NRD Director and NRC on issues related to conservation enforcement.
· Represent LTBB on conservation enforcement related boards, organizations, commissions or workgroups as assigned.
· Be in full uniform while conducting Tribal business.
· Attend appropriate training sessions as required to maintain a high state of readiness.
· Be responsible for Conservation Enforcement Program vehicles and equipment maintenance needs.
· Establish rapport, coordinate activities and assist other Tribal, BIA, or state conservation officers along with county and state Law Enforcement agencies.
· Provide supervision to Deputy Conservation Officers.
· Other duties as assigned.
