Policy Fellow

The Alliance seeks five dedicated and detail-oriented Policy Fellows to work with the Policy Team to pursue a bold agenda around tribal energy sovereignty. This position will report to the Senior Advisor for Tax, Policy, and Government Relations. It will work closely with peer Fellows to aid in developing timely policy papers, conduct research on federal and state policies, their impact on Tribes, and how to leverage government programs in service to Tribal sovereignty. Two Policy Fellows with be focused on policy with programs like Race to the Top. Three Fellows will focus on FERC primarily, with two policy-focused and one history-focused) as the Policy Pillar works closely with FERC in real life and is developing a broader strategy for regulation reform and improvements. The Policy Pillar of ATCE exists to drive a bold agenda with an eye on sovereignty, economic development, and clean energy transition. Through engagement, listening, and thought leadership, the Policy Pillar focuses on education through publishing policy papers, hosting and attending events, and exchanging information. The Policy team works directly with federal agencies and contractors to transform internal processes, such as merit review and consultation with Tribes, all while building the groundwork for a thriving and sustainable organization with a clear strategy and a cadre of policy leaders through the Advisory Council (2024 launch), meaningful partnerships, and more Fellowships and workforce. Through new and existing relationships, the Alliance collaborates closely with stakeholders in Washington, D.C., and around the country in service to Tribal energy sovereignty. The Alliance supports the state-Tribal landscape as a trusted resource, catalyst, and connector occurring in the Administrative and Legislative sectors, as well as working with NGOs and Trade Groups. It is committed to building a Tribal Clean Energy future. This is a half-time position.

Qualifications: ● Bachelor's degree in History, Native American studies, or related liberal arts field. ● An advanced degree in law, policy, or history is desirable. ● Proven experience in accounting and financial management, preferably for a Native American Tribe, Tribal Organization, or Indigenous non-profit setting. ● Proficient with word processing software. ● Experience working in a Google Workspace cloud environment. ● Strong attention to detail, organizational skills, and excellent analytical and problem-solving abilities. ● Experience working within Native American/Indigenous communities is highly desirable. ● This is a fully remote position. Occasional domestic travel may be required.

Key Responsibilities: ● Track Current Events and Policy Developments: Detail key reports and provide summaries for ATCE team weekly. ● Conduct Research: Work strategically with key allies and teammates to conduct essential research on Tribal-state relations, energy policy, laws, and funding opportunities. Support in developing studies, sharing them with partners and Tribes, and creating repositories online. ● Draft policy papers: Assist in preparing final documents, edits, fact-checking, analysis, and formatting to support the publication of policy papers and other materials. ● Onsite Support: Join the team at TEES 2025 and provide as-needed support for the Policy Pillar and the strategic priorities outlined. The Policy Fellows must be suited to working within a rapidly growing Native nonprofit organization, have the demonstrated ability to exercise good judgment in a variety of situations, have strong written and verbal communication, administrative, and organizational skills, and be able to maintain a realistic balance among multiple priorities. The Policy Fellow must be able to work independently on projects from conception to completion and must be able to work under pressure at times to handle a wide variety of activities and confidential organizational and tribal matters with discretion.
