Are you passionate about fostering strong relationships and promoting collaboration between government agencies and Tribal nations? The Minnesota Department of Revenue is seeking a dedicated and dynamic Tribal Liaison to join our team. In this pivotal role, you will coordinate efforts across the agency to support, develop, enhance, and promote effective working relationships with the 11 federally recognized Tribal nations in Minnesota, their leaders, members, the urban Indian community, and other relevant agencies and organizations.

Skills & Qualifications

Minimum Qualifications

Four (4)* years of experience working in a Tribal government setting or within Tribal communities.

·Strong teamwork skills, including willingness and ability to consult with subject matter experts from operational teams within the organization.

·Strong project management or facilitation skills

*Bachelor's degree in a related field as determined by the agency may substitute as one (1) year of professional experience, a Master's degree may substitute as eighteen (18) months of professional experience.

Applicants who meet the above experience requirements will be further evaluated based on the following:

Extensive communication, planning, and organization skills

Strong communication skills necessary to translate complex policy discussions into analysis and feedback

·Strong project management and meeting facilitation skills

·Ability to prepare comprehensive reports, policies, and procedures.

·Ability to identify, evaluate, negotiate, and resolve critical management issues.

Preferred Qualifications

Life experience in a tribal community that includes interacting and participating in tribal affairs.

·Experience leading organization-wide operational planning efforts and establishing process timelines and deliverables.

·Excellent interpersonal skills and ability to build collaborative relationships that influence/negotiate positive outcomes with internal and external partners.

·Demonstrated experience leading and managing change.

·Ability to foster a diverse and inclusive workplace and work with individuals from all backgrounds, with the goal of creating a work environment where diverse experiences are valued, encouraged, and supported.

·Experience juggling multiple projects with fluctuating deadlines while maintaining meticulous attention to detail.

·Experience applying sound judgment on complex and ambiguous issues, fostering collaboration among leaders, teams, and stakeholders.

Physical Requirements

Requires occasional moving of articles such as boxes, accounting records, laptop computer, and portable printer.

Additional Requirements

Prior to an offer of employment, a background check will be conducted. This will include, but is not limited to checking degrees and licensures, criminal history, and tax filing and payment history. All individual income tax filing and payment obligations must be current prior to interviewing for this position.

Must be legally authorized to work in country of employment without sponsorship for employment visa status (e.g., H1B status).

Duties & Responsibilities

Key Responsibilities:

Relationship Building: Serve as the primary point of contact between the Department of Revenue and Tribal nations, fostering trust and collaboration.

Policy Development: Work closely with the Commissioner’s Office and senior leadership to develop and review policies, procedures, trainings, agreements, and reports that impact Tribal nations and communities.

Advisory Role: Provide expert advice on issues related to Tribal sovereignty, self-governance, treaties, and culture to leadership and agency employees.

Project Management: Lead and manage projects and communications that strengthen Tribal relationships with the Department of Revenue.

Consultation and Negotiation: Prepare, implement, and facilitate annual Tribal Consultations and State-Tribal Tax Agreement negotiations.

Training Coordination: Support employee participation with Tribal-State Relations Trainings to ensure staff are engaged, well-informed and understand the connections to their work.

Outreach and Engagement: Organize and lead meetings, develop materials, and coordinate engagement efforts in Indian country.

Salary & Benefits

$36.71 - $54.60 / hourly; $76,650 - $114,004 / annually
