NEPA Phase 2 Fact Sheet

A small bird on a twig against a green background. The bird is a black-capped vireo, native to the United States, which were considered endangered until recently.

The National Environmental Policy Act (NEPA) was signed into law in 1970. NEPA intends for federal agencies to consider the reasonably foreseeable environmental impacts of their decisions. In 2020, the Council on Environmental Quality (CEQ) rolled back longstanding implementing regulations. The Phase 2 revisions restore many of the original rule’s provisions while also retaining several aspects of the 2020 rule. The current Trump administration has issued an executive order, which was followed by a memo issued by the CEQ. Learn more in the NEPA Phase 2 Fact Sheet.
