This position is responsible for the Tribe’s overall grants management and those responsibilities will cover all aspects of the Tribal Government Operations. These activities include accountability and decision-making skills regarding all departments and service areas, implementing objectives set forth by the Tribal Council funded by its federal and/or state grants, fosters inter-divisional and inter-departmental communications and collaborations and promotes integrated governmental operations. Incumbent will ensure the creation, design, implementation, oversight and timely reports on all projects and studies which pertain to the goals and objectives of the Tribal Governmental Operations and the Tribal Council The COS shall ensure the execution and completion of all Tribal Council directives, ensures the administration’s compliance with all funding requirements, reporting and deliverable obligations, enforces and when appropriate; interprets internal policy and procedures. Incumbent also ensures timely budget formulations and submissions, budget adherence and when necessary; guides budget modifications, coordinates inter-divisional and inter- departmental cooperation and collaborations, identifies and addresses divisional and departmental opportunities and deficiencies, is accountable for the effective and efficient operation of the administrative office professional and support staff. Monitors and evaluates the potential impacts of existing and proposed state and local legislation and appropriations, and reports to the Tribal Chairperson and Tribal Council. Identifies feasible grant opportunities for service divisions and departments to pursue and monitors the application and close out processes. The COS shall also be responsible for attending Tribal Council meeting, and potentially General Membership and inter-Tribal organizational meetings as assigned or necessary. Direct Subordinate Staff: Direct and Indirect Service Division Administrators as well as the Finance and Fiscal Compliance Division Administrator will report directly to the Chief of Staff.

The Wampanoag Tribe of Gay Head Aquinnah

The Chief of Staff (COS) will serve as the primary liaison between Tribal Council and the administrative staff. The COS reports directly to the Tribal Council Chairperson for the day to day operational activities of the Tribal Administrative office. The COS will coordinate all administrative divisions and departments of the Tribal Government, monitor and report on legislative impacts, execute governmental projects, and manage the day-to-day program and service operations of the Tribe.

Incumbent must possess a strong familiarity with the history of the federal relationship with American Indian Tribes including laws protecting the rights of Tribes as sovereign nations; including but not limited to the Indian Self-Determination and Education Assistance Act of 1975 (ISDEAA) and the Tribal Self Governance Act of 1994. Must have either a BS/BA (or higher) degree in Public Administration or Government, or Tribal Administration and Governance, or Federal Indian Law or a related field, and a minimum of 5 years’ experience. OR 15 years of experience in Tribal Administration with a preference in Tribal Self Governance with a minimum of 10 years of supervisory experience in Tribal Governance, demonstrated experience in Tribal Government budgeting and federal award compliance, and demonstrated experience and competence in working with the various federal agencies, and an understanding and applying Congressional initiatives. Or, must have 20 years of office management experience, with 10 years executive management experience supervising executive level professionals who supervised multiple and diverse departments, with oversight of at least 40 people.

Ensure all workers have orientation and training in the tribal wraparound process (in addition to the 52-hour certification training) to all new care coordinators, promoting individualized care and the use of natural/informal supports and community resources. 11. Provide ongoing feedback and support regarding staff strengths, areas of need and potential strategies for improvement through the consistent use of facilitator reviews and supervision. 12. Facilitate weekly Agency staff meetings to share information regarding monthly reports, updates and areas in need of attention. 13. Provide coverage for staff, as needed, and assure that clients are aware of the coverage plan during their leave. 14. Provide staff with ongoing assistance for day-to-day issues, as well as crisis situations. Direct them to utilize the Tribal WrapAround Team for direction and assistance as much as possible. 15. Assure that care coordinators are developing balanced Tribal WrapAround Teams (50% informal, 50% formal). Regularly attend Tribal WrapAround Team meetings and Plan of Care meetings. 16. Assure accuracy and timely submission of all enrollment forms, change of placement notices, court letters, progress notes, evaluation tools, Plans of Care (POC's), crisis/safety plans and all other documents requiring Supervisor's signature/approval. Assure that accurate demographic information is maintained in the records. 17. Review POC's and crisis/safety plans prior to signing to assure that the plans promote the vision, utilize functional strengths, identify appropriate needs and clearly related strategies. Assure that all team members receive copies of completed POC's in a timely manner. 18. Assure all documentation is done in a strength-based manner. 19. Support care coordinators in facilitating independence through a sustainable transition plan starting from day one. Review all pending disenrollments with care coordinators. 20. Promote utilization of community resources and supports that are culturally relevant to the client and family. 21. Monitor service authorization requests to assure that the Team has clearly defined in the Plan of Care the need for the requested service and has made fiscally sound decisions regarding the provision of services. 22. This position is funded in full or in part through Homeless Housing, Assistance and Prevention (HHAP), Housing and Disability Advocacy Program (HDAP), Bringing Families Home (BFH), Behavioral Health Bridge Housing (BHBH), HomeSafe, Native American Housing Assistance and Self Determination Act (NAHSDA). This position requires licensure as a MSW Clinical Social Worker with the ability to bill out for services.

Mental Health Therapist 

Screening and Referral Responsibilities 1. Coordinates and handles the dissemination, receipt, review and acceptance of all applications for DCR Housing programs and services. 2. Utilize the Placement Criteria Assessment and Referral Guidelines to determine eligibility of services. 3. Work with Systems Partners in responding to referrals and follow-up. 4. Ensure pre-admission criteria are met prior to admittance or disbursement of funds. 5. Assist citizen with benefit enrollment and accessing medical, dental, optical, psychiatric services, insurance, and other tribal and state programs. 6. Assists applicants in completing intake screening which includes conducting applicant interviews. 7. Creates and maintains waiting lists and conducts annual application updates so as to determine applicant waiting list position. 8. Coordinate with Director, Administrator and other staff as needed on all potential intakes. 9. Refer patients who do not meet eligibility or appropriateness for services to another service provider or agency that can better meet their needs. 10. Provide Rapid Rehousing Services that includes emergency stabilization and managing and creation of the landlord network. Administrative Responsibilities 1. Register all clients in the electronic database system and keep up to date and accurate information. 2. Work collaboratively with the grant manager, funder, administration on expenses and claims processing for grant related funding. 3. Compile required reports that may include grant reports; monthly department reports; administrative reporting; etc.. 4. Compile statistical data and reporting as needed and required. 5. Work with securing authorization for payment for services and referrals. 6. Establish a provider list and insure quality of such providers (i.e. rental management, landlords, service providers, contractors). 7. Ensure work orders are assigned to proper contractor/provider and payment is made timely. 8. Assist with renting, showing, walk-through, and discharge of tenants for tribal housing units. 9. Conducts pre-occupancy/pre-assistance housing inspections to ensure that the unit meets minimum housing standards prior to move in or prior to acceptance into the appropriate assistance program. 10. Establish monthly educational in-person and/or virtual presentations on topics of interest to the Department and tenants or program participants. 11. Assist with scheduling and hosting of trainings for staff; coalition meetings, and other key-stakeholder meetings as needed. General Requirements 1. The Intake Specialist is responsible for admissions and referrals of clients from Department of Corrections, County Referred, Self-Referral, and Indian Health Services. The specialist's duties include utilizing the Placement Criteria Assessment and Referral Guidelines to assist citizens with their housing needs; this includes initial referrals and assistance with citizens in establishing benefits, accessing healthcare, insurance, scheduling of medical, dental, optical, and psychiatric services; coordinating with referral sources; completing orientation and intake; registering; and referring to other services that are more applicable to meet citizen's needs; and rapid rehousing services that includes emergency stabilization and managing and creation of the landlord network. DUTIES & ESSENTIAL JOB FUNCTIONS: ● Assessment: Conduct comprehensive assessments to determine the specific needs and issues of clients, including their substance use history, mental health status, cultural background, and social support systems. ● Treatment Planning: Develop individualized treatment plans that consider the cultural, spiritual, and historical factors that may impact a client's addiction and recovery process. ● Cultural Competence: Be well-versed in the culture, traditions, and values of the Indigenous community being served, and integrate these cultural aspects into treatment strategies. ● Education and Prevention: Provide education and prevention programs within Indigenous communities to raise awareness about the risks of substance abuse and addiction. ● Counseling: Offer one-on-one counseling and group therapy sessions, focusing on addiction recovery, relapse prevention, and coping strategies while respecting and incorporating traditional Indigenous healing practices. ● Referrals: Collaborate with other healthcare professionals, social services, and community organizations to facilitate referrals for additional support services, such as mental health treatment, housing assistance, or employment resources. ● Crisis Intervention: Respond to crises and emergencies related to addiction, and offer immediate support and intervention to individuals and their families. ● Cultural Healing Practices: Integrate traditional Indigenous healing practices, such as smudging, sweat lodges, or other ceremonies, into the treatment process if culturally appropriate and desired by the client. ● Record Keeping: Maintain accurate and confidential client records in compliance with legal and ethical standards. ● Advocacy: Advocate for clients within the legal and healthcare systems, ensuring that they receive fair and equitable treatment and access to necessary resources. ● Continuing Education: Stay current with developments in the field of addiction counseling, attend workshops, and engage in ongoing education to enhance cultural competence and counseling skills. ● Ethical Conduct: Adhere to the ethical guidelines and standards of practice established by relevant certification and licensing bodies. ● All other duties as assigned

Alter Behavioral Health operates a series of evidence-based treatment centers for adults struggling with primary mental health, addiction and co-occurring issues. With locations in South Orange County, Alter Management offers individualized, and comprehensive programs that encompass clinical therapy, and experiential practices. Offerings include residential treatment, intensive outpatient programming, and virtual platforms. Alter Behavioral Health nurtures the physical, psychological, social and spiritual needs of individuals and their families, from a foundation of compassionate care, clinical expertise, and unconditional love. A Certified Indigenous Alcohol and Drug Counselor (CIADC) is a professional who specializes in providing culturally competent counseling and support to individuals within Indigenous communities who are struggling with substance abuse and addiction. This role is critical in addressing the unique challenges and needs of Indigenous populations in the context of substance abuse treatment.

Qualifications: ● A bachelor's or master's degree in counseling, social work, psychology or a related field. ● Completion of a recognized substance abuse counseling program. ● Certification as a Certified Alcohol and Drug Counselor (CADC) or a similar certification. ● Strong knowledge of Indigenous cultures and a deep understanding of the unique challenges faced by Indigenous communities in the context of addiction. ● Effective communication skills, empathy, and the ability to build trust with clients. ● Knowledge of relevant laws and regulations in the area of addiction counseling and confidentiality.
