Essential Duties & Responsibilities: Develops and implements a strategic plan to maintain capacity to deliver services that result in a positive and appropriate outcome for the Cowlitz Indian Tribe and its cultural identity. Directs the establishment, implementation, and communication of goals, objectives, policies, and procedures in accordance with strategic plan and applicable laws, regulations, ordinances, and regulatory agencies. Manages National Historic Preservation Act Section 106 and Washington Executive Order 21-02 responses and Native American Graves Protection and Repatriation Act issues. Develops Cowlitz ethnology, archaeology, library, and archives to produce museum facility within assigned time frame. Attends regional anthropology and natural resources conferences. Writes and publishes professional articles regarding Cowlitz culture and ancestral lands. Performs as non-voting member of Cultural Resources Board; brings issues and information to the Cultural Resources Board for discussion and recommendations. Organizes and attends educational and public outreach programs and presentations. Establishes and maintains effective working relationships with co-workers, tribal members and administrators, state and federal governments, regional museums, university history and anthropology departments, public officials, and the general public. Cowlitz Indian Tribe

Achieves the Cultural Resources program goals and objectives by planning, directing, monitoring, and evaluating the daily operation of all departmental functions and staff. Ensures the protection and preservation of all documents, photographs, maps, and related material encompassing Cowlitz Tribal cultural resources. Honors and represents the mission, vision, values of CIT and the Cultural Resources department.

Cultural Resources Director 

Provide legal advice and transaction support to our Water and Restoration project managers as they work with water right holders, agencies, NGOs, and other partners to develop and implement on-the-ground cooperative projects to improve instream flow and water supply reliability.

Prepare, file, and secure approval of water right applications, change petitions, and other approvals associated with voluntary projects and transactions to secure instream flow.

Develop and advocate reforms to water law and policy before the California Legislature, as well as state and federal agencies.

Represent Trout Unlimited in complex negotiations over water management, reservoir operations, dam removal, or other matters affecting fisheries.

Define the future scope, scale, vision, and strategies for TU’s California Water Program in concert with the California Director and state/ regional Water Program staff.

Prepare grant applications, reports, and public outreach materials.

Integrate program activities with TU’s North Coast, Central Coast, and Sierra Nevada restoration programs, TU’s California Science Program, and TU’s grassroots State Council and Chapters.

The Senior Water Attorney/ Director of California Water Policy will report directly to the California Director and will be responsible for leading our work to reform state and federal water law and policy in California, for working with water right holders and state agencies to develop and complete water rights transactions and obtain related approvals to restore and enhance instream flow for the benefit of native coldwater fisheries, and to lead complex, multi-party negotiations to improve water management.

Licensed to practice law in California, with experience in matters involving California water law and water rights. The ideal candidate will have a good working knowledge of prominent issues in California water law, including instream flows, reasonable use, the public trust doctrine, curtailment rules, conjunctive use, water transfers and leasing, groundwater recharge, and measuring/ monitoring.

Government affairs experience at the state and/or federal level; relationships with California state agencies and experience advocating before the California Legislature are particularly desirable.

Experience working with Tribal Nations and knowledge of tribal water law and natural resource management is particularly desirable.

Willamette Falls Trust 

Our Project, the Willamette Falls Inter-Tribal Public Access Project, will create spaces for the public to gather near the second-largest waterfall in North America. As such, the Vice President of Tribal Affairs plays a pivotal role, helping the organization navigate inter-tribal interests, multi-community and organizational needs, while advancing the Project and the organization’s overall mission during this time of increased engagement.
The Vice President of Tribal Affairs will report directly to the President, providing strategic and operational support for Tribal Affairs programming and leadership. They will have the depth of understanding to center indigenous voices within the Trust’s activities.
The Vice President of Tribal Affairs is a member of the Trust Leadership team and will work collaboratively with Trust Leadership, staff and board, and key contractors and vendors.
The key role for the Vice President is to nurture and maintain connections with the tribal communities that possess historic connections to the Falls and represent their voice and position throughout the Project’s development. Significant connections with Pacific Northwest Tribes will be needed in this role.

The Wampanoag Tribe of Gay Head Aquinnah

Under the direction of the Chief of Staff (COS) (or Tribal Council Designee), the Direct Services Administrator (DSA) will provide professional level leadership and oversight of the Health, Social Services, Education and Cultural Resources Departments’ daily operations, strategic planning, communication and implementation plans and budget formulation, monitors regulatory and legislative updates impacting direct service areas of responsibility, and provides support for the respective Advisory Committees. The Direct Services Administrator will also develop internal and external partnerships, seek out additional resources to support the Tribe’s overall goals and departmental missions, provides updates and will develop and conduct trainings where necessary. Direct services are provided to all eligible Tribal Members depending upon the area and scope of the grants and or annually funded programs. The DSA will be responsible for ensuring all ongoing and new grant procurement and deliverables are executed in compliance with all grant conditions and applicable Tribal and Federal Laws, statutes and regulations. The DSA will utilize their knowledge, skills and abilities to bring subject matter expertise to assist in the long and short-term development of additional, expanded or enhanced programs and services to meet the General Membership’s needs. The incumbent will work closely with the Chief of Staff and/or other Administrators to develop new and innovative ways in which to meet the ever changing and expanding needs of the Tribal Community. Must have a full understanding of, or willingness to learn, the principals and regulations pertaining to the Indian Self- Determination and Education Assistance Act of 1975 (Public Law 93-638) and P.L. 103-413 - (Self-Determination Act Amendments, Title I, and Self Governance Permanent Authorization, Title II; of October 25, 1994,) and their application to Tribal programs and services Preferred Qualifications: Advanced Degree in the areas of Public Health, Social Services or any related field which would prepare an individual to perform the duties of the position. 10 Years-experience working in a Self-Governance environment. Successful grant writing experience. Complete direct service program development experience.
